I would have thought that a 301 is going to be a little confusing for your visitors, as they may be browsing the Lancashire part of your site and find themselves redirected to the bedfordshire side. I'd personally prefer to write some content for Lancashire/Bedford.
Understood you don't want to share the URL, but as I have said, difficult to answer the problem without seeing it in context.

I've been following your blog!
Whilst I'm not 100% sure how to output Facebook comments to your pages. I have just installed Facebook commenting on my website (a very easy job of just pasting in some HTML with a dash of php to retrieve the current URL). Its great as people instantly recognise the comments box and seem happy, almost eager to leave a comment. Plus its not restricted to just facebook users, people can join in the fun with hotmail, yahoo, or AOL user IDs. Plus I believe more ways of authenticating are being added.
There is a plug in for word press (of course, cos theres a plug in for everything) http://wordpress.org/extend/plugins/facebook-comments-for-wordpress/
Trouble is that the comments are out put into a iframe, thus Google doesn't pay any attention to them (incas eyour doing this for SEO benefit, which I assume you are). But there is a work around to out put the comments outside of the facebook iframe, though I'm still debating whether to do it as it involves hiding the content (otherwise it would appear twice, once in the Iframe and once outside of the iframe, making for a bad user experience), but since Google may frown upon hiding content on my page, I've stayed away for the time being. (unless someone else has a better idea).

You have created 50 wordpress blogs, and then 200 Blog Posts? So each of the blogs has 4 posts?
If I am understanding you correctly, Im not sure what your trying to acheive with this, but I don't think you will get much traffic out of it and its extremely doubtful you will get any SERPs.
Rather than create 50 blogs, create one amazing blog focussed on your niche and create some stunning content which people want to link to naturally.

I ran the Page Speed analysis from Firebug and your site gets a good 74/100. Not too shabby!
But on closer inspection I see that you have around 600k of images loading from within your style sheets.
You could try better optimising the images to reduce filesize. The main culprit is homebg.jpg which is a whopping 250k (maybe not massive, but I'm old school!).
You could also enable some form of server compression like Gzip (though I see your on Windows hosting) to further reduce load times (though it will increase server CPU activity).

Agreed a Canonical tag will solve your Dupe content issue.
Though I think theres a deeper issue. I will hazard a guess that you already ahve a set of rewrite rules which allow the _http://www.domain.com/venue/rosemarino_ URL to work?
A redirect may get you stuck in a loop if the venue.php is rewritten to /venue/rosemarino
As SEO's working for clients we can only advise on best practises and encourage the client to do what is best for SEO.
However, the move to Joomla shouldn't be too bad? There are a number of plug ins for Joomla to make your life easier (http://extensions.joomla.org/extensions/site-management/sef).
Not quite sure why they would 'delete' the site then build the new one. Makes more sense to build the newsite in a test environment then when its ready roll it out in a nice orderly fashion, thus avoiding any errors or foul ups!
If money is no object then Rackspace are your people.Not the cheapest, but there service is top notch and their Fanatical Support means that if you call you get through to a techie within 5 rings or something daft like that.
Been with them on a dedicated server for 8 years, never had any major issues.
If its a great content thats unique and a good read, what SEO would it need?
This may be a little late to the game, but, Dynamic Page titles in IMO are not great. However, Will including page Views in the title benefit the users? Maybe.
But I don't think that one or two dup page titles will kill your SEO.
Worse case, could you mod your system to not allow Title which have already been used?

A generic ad for a car is not going to help sell cars. But, an well written informative ad about the individual car will help!
Autotrader.co.uk are a great example of how to do this kind of thing well. Generic car details are only a small part of the page.
Think of ebay too, they would have hundreds, if not thousands of Dup content, but they encourage there sellers to use informative and descriptions text to help sell the products.
This is a double edged sword, improve it for the users and the SEO will follow
