If my server is returning a 404, does that mean google cannot crawl it?

Yes, if those URLs dont exist in your server then google will get a 404 too.
Be sure to crawl and clean all those URLs in order to google does not find them any more.
And yes, a good way to force the removal from index is telling google in search console. This might speed up the process that google will eventually do not show any more those 404 pages.Hope it helps.

Thank you so much! I am a little confused though and I just want to make sure I understand.
Although my URL "www.mywebsite.com" is effected, the hacked URLS do not show up on my site, rather on other URLS which are sketchy.
In this case, should I just follow through with telling Google?
I guess what I am asking, is the temporary removal offered on search console enough?

Yeap, if those URLs still appears when searching for your site in Google, then tell google to deindex them in Search Console.
Usually its enugh, just as google gets those 404 and you tell them to remove them then you will be fine.Keep in mind that if there are too many of them the total removal could take a several weeks.

I am assuming the same would go for links that have been given a 301 redirect already but are still found on Moz's crawl.

Yeap, URLs that are now 301 redirected will eventually be removed from google and stop being showed.
Keep in mind that what Moz shows in their reports does not exactly reflects what is in Google.
