Low Cost PPC management systems?

I primarily do SEO and social, but I have a client who wants to spend for app installs in a hurry. I need some help. I want to start with a $500 Google and a $500 Twitter spend this month, but I'm struggling with the Adwords set up and once that's figured out, I need a system. We plan to spend $1000 or more per month for 6 months. Can anyone suggest a solution?

Our PPC expert uses spyfu.com. It seems to have a lot of power for $49 a month and allows him to work fairly efficiently. As the SEO that works with him and interfaces with the clients, I really like the reporting tools it has. It does a great job of quantifying ROI etc.

What do you mean by "set-up" and "system"?
I mean, setting up an adwords campaign is indeed a tricky thing as you have to ensure you're pointing your ads to the right people and at the right time. 500$ per month is not an huge budget so you may want to ensure you're starting with the highest converting audience and then open up a bit once you double the budget. I imagine you want to only target mobile and tablet users, try to reach a pretty high avg position as in mobile if you're not in the top spots is really hard to get the volume you need. After a week you may want to start optimizing by time of the day depending on which times convert best. Ensure to have the app extension enabled!
I'm still confused about the "system" part, what do you exactly need here?

Example: if you're doing SEO, you'll use Open Site Explorer and Rank Tracker from Moz every day. Generate reports that track your progress. You'll read several websites and participate in some forums. You can go from beginner to intermediate in a short while with this system.
I'd like to find a system that's works similarly for PPC.

Maybe start with the basics and follow Google's guides etc. I almost always tend to start with the default architecture of a site to define my campaign adgroups etc, but your tactics may differ when app led etc.

As with most ads optimisation its testing, reporting, optimising, testing and repeat...
It is quite a similar process (although not identical) when also doing ads for bing, twitter, instagram and facebook etc.

I personally use spyfu for ppc related research only, and moz for seo monitoring/optimization. The keyword grouping feature in moz helps organize the themes of ad groups.
Most software related to ppc automation and optimization will charge you based on how much you spend for advertising each month. They often bait you with a 30 day trial so that they can have access to your ppc data and see how much you are spending. If you are in a time crunch, I'd check out several free trials and see which one works best for you.
The best that I have seen or used for this is adstage.io which allows you to connect all of your socials and ppc accounts and monitor their performance in one central place. You can also set up conditional rules to optimize campaigns based on the criteria you prefer.
