Adwords Campaign: New versus Recycled

I am converting an Adwords campaign that had a specific keyword target, that directed to our homepage

to

A campaign that matches the specific keyword target to a highly targeted content page.

To minimize my cost and increase quality score, should I create a fresh campaign for this plan, or just replace the ads (url direction) in the "old" campaign?

Eg:  Does a poor quality score on an Adwords campaign carry over when you refresh the ads in the campaign?

Quality score does carry over in a new campaign so creating a new campaign isn't going to solve your problems.

However, if the new more focused campaign has a "tighter" keyword focus on words than the other campaign/adwords group, then it will be worth creating a separate campaign or adwords group. Remember, the more focused you make the adgroup to the ad and landing page, the better your quality score and relevancy will be and the lower your CPC will be. It sounds like creating a new adgroup and keeping the same campaign will work for you.
