I'm doing some SEO for small niche service sites...and aside from niche directories and some light article marketing and local search directories (yelp, etc) there really isn't a budget for content generation. I really only have a budget for profile/submission links. What are some sites where you can quite easily fill out a personal profile with an anchor text variable link that may not be THAT juicy but will stick (i.e. not a spam/fake profile type of link, but something like Linkedin).

Between profile links and article marketing, it sounds like you'll be building a pretty low quality link profile - one that could be susceptible to penalty.
If your client has a very limited budget, I'd suggest that they write and provide you quality content that you can use to gain some higher quality backlinks (i.e. guest blogs, etc.).
Perhaps they could also get links from partners, vendors, etc.
I'm not saying you shouldn'tpick up a few links from user profiles on established sites, but I would keep that a small portion of your link building efforts.

I think for reputation management, and to get an initial base of links it still makes a difference. For example your own company has quite a few, aside from the basic ones. You have:
manta
crunchbase
elance
digital spinner
ematters
sortfolio
designer listings
free press release
agency tool
indeed
etc. I'm looking for legit places like this.
etc.
Do you have a list of these I can use but that give away a do follow link?

I've been experimenting with farming out my content. I'm kinda cheap so I didn't want to pay for an "official" copy writer.
1. I tried giving some content ideas to a buddy of mine who is a paralegal. He took too long to get content to me and I had to yank it back from him cause it was causing a riff in our relationship.
2. I just started experimenting with using script writers, book writers etc. out of Craigslist. So far the first one I tried seemed like she was into it. I gave her 80 bucks to start last Tuesday. Wednesday evening came around and haven't heard from her so I called and she said she has been busy and she would have it by Thursday. Here it is Friday night and nothing. So far, not working out so good. Her price was $40 buck an hour so I figured if I charged my client $100.00 per article/webpage, I could make some for myself. Plan B will be to interview the next write on the phone extensively and ask the right questions and put deadlines on copy.

Doesn't seem like you're going to get the response you were after (a list of sites). You might be better off doing a search of a list of profile sites that include a backlink - I know these lists exists - and then do your own research on them using OSE.
