Does Google consider just the first link?

I have a site and all links that go to homepage have the same ancor text and they are always before entire page (in my navigation menu). I would like to know if Google consider just the first link?

If so, Should I put my navigation menu after entire page?

Google will count links to different pages on your site. This post from David Naylor illustrates the definition of where the First Link counts.
