Be sure to put your address in crawlable text on the page. That way Google can see a local address to the keywords you are targeting. Also, use a title like "Web Design In Westchester, New York By Black Rhino Solutions" that way you have your keyword and your location in the title. Then once on the page I would mention where you are located and that should be plenty. You don't need to keyword stuff the page or look spammy at all.

Check the spelling for your rank errors, as I have seen similar things in the past but I had misspelled it in one tool or another, that's all I can think is going on there.

Yeah that's not the issue. And I don't keyword stuff at all. I do exactly what you say, but seomoz is still telling me that I don't have my keywords on my page, when I do.

you may want to use it once in the first 100 words.

More importantly: Your looking at your on-page SEO, what about offsite backlink anchors?

Keeping it to less then 4% for keyphase stuffing is all you can really do text wise, maybe use bigger font, or strong/bold. Have a few offsites backlinking pointed to the page and your good to go.

                    Hi blackrino,
As mentioned, to optimize keywords on your website it is recommended to use the keywords in the first 100 words of text on the site. More importantly, ensure the keywords are also utilized in the meta tags (title, description, and alt attribute) in your page source; this way, the text is easier for Google crawlers to read. Make sure the location of your business is notable on the landing page; you do not need to stuff the page with the exact keywords, but you can mention location more than once if necessary. As well, feel free to list your business address on the main page, and be sure to add your business to Google Places if you haven’t already.
