Keywords in URLs - what is considered keyword stuffing?

You should be pretty safe with putting it there twice. I don't think it will help, but it shouldn't hurt.
Using different keywords (like in your examples) might not actually be a bad idea. Personally though, I don't rely on putting keywords in URL too much as being an "optimizing" factor. Actually, I'm a believer that if you get the URL, Title, Heading & internal links identical, you're actually trying too hard.

What you don't want to do is have a URL structure that looks like this:
/products/wii/best-prices/lowest-price/cheap-wii-products/mariokart-best-price/lowest-price-mariokart/mariokart-with-wii-wheel-cheapest-price.html
Your URL structure should just make sense. Yours doesn't look that spammy compared to what Google probably considers spam.

Thank you for the replies. Very helpful. It sounds like our plan should be okay. It might not help much but every little bit is important. Of course, our #1 priority is to build a great site, but we certainly don't want to ignore SEO. Well, we actually ignored SEO in the very beginning, but now we're trying to correct that!
