Google ignoring the Title Tag?

Anybody seen this too?
We have a webpage with tiny different title tag and H1. If you search for let's say "Renovatie", you get to see the title tag "De kostprijs van je renovatie". However, when you search with the search term "Wat kost een renovatie", we see the H1 title in the SERP, which is "Wat kost een renovatie".
So that's normal when you search a term that's exact the same as the H1 tag, Google ignores the title tag?

Yes it is, what Google does is they provide the user with a more relevant title in the search results on what they think is better for them. But they will still take the content of the page to do that. So usually they don't make up their own title but use headlines that can already be found on the page.
In this case it would be good to think about how you can provide more content around these topics/ change the title of the page to fix that for users.

I've seen the same happening when a title (tag) is too short, as Martijn says, Google provides the user with a more relevant title, in case the original title isn't. In my case the H2 on the page was used as it was probably more relevant than the title tag or H1.
