I want to create links on .edu & .gov sites for my website . So, what kind of activities we will do for this process and how? Can you also provide list of .edu and .gov sites for create backlinks?

It's easy to create .edu and .gov links to your website. Lots of places will do it for you for cheap. They'll find a guestbook that a professor set up ten years ago and forgot about, and leave a comment with a link. Along with 1,200 other comments with links that are spamming. It's real obvious to the search engines that this type of link is not credible and it's not going to help you in the long run.

What resource do you have that is of value to someone with an .edu and .gov website? Figure out what you have to offer that they would want, then contact them.
