Fundamental things to concentrate on for Domain Authority

I'm looking for the fundamental things to concentrate on when trying to improve my Domain Authority as it is's poor for my area and I want our business to compete with other businesses in our county.
We're an automotive company www.chorleygroup.co.uk - we need to compete with other automotive companies in our areas.

Domain Authority is a Moz algorithm that measures both link quantity and quality. Google's metric is PageRank. Since Google doesn't show us the PageRank of our pages, metrics like DA can be used as guidelines but you need to know that it is not used by Google. But the way you improve your DA or your PageRank is by increasing both the quantity and quality of the links pointing to as many pages of your site as possible. And then you can also use internal links to pass that authority around your website.

Thanks for getting back to me about this, a big help.
In the past, I have tried contacting websites that have mentioned us in their articles etc... and asked for a link back to our website in which a lot have turned around and said that they don't do that anymore, linking to websites. How can I combat this?
