What is the best PPC management and Optimization software platform?

I think that may be pretty hard for a non-agency to get the best results across multiple platforms. That is unless you have a pretty big budget and can hire dedicated internal employees to do the work. That could get pretty expensive though and that is why a lot of smaller companies use a company to manage their advertising and work with the company.
There are a lot of great platforms out there but the learning curve can be pretty big and take time and money to really learn the software. If you are a small company I would recommend just hiring a company that knows how to do the work and does it every day.
You are going to have to manage the ads daily and do a lot of A/B testing and be able to switch gears pretty fast until you find what really produces the best results. Unless you have the internal resources and knowledge to bring your "A" game, I would find a few companies in your budget to talk to and find one you think may be a good fit for your company. They may also be able to set up a platform for you and train you how to get the best results possible results using it.

Depends on what are you looking for and what is your budget, in my case Im not work on an Agency but I work as in House. In the other hands when you talk about Optimize you mean a tool that give you the best performance in that case this are my suggetions

Is a cheap but good alternative to wordstream. So if you dont have the budget this is a good alternative to manage your PPCCons
