Google results not close to matching MOZ PA and SA - Why?

Quick answer: There is no actual correlation beetween Moz´s metrics and the rankings a page gets.
On one hand, Moz´s metrics (DA and PA) are mostly based in the backlink profile of that site and that page. Those metrics try to estimate the status of the backlink profile and try to estimate the "authority" of that page/site in order to compare with others.
It also could be used to understand why a page ranks better, as better backlink profile usually goes to better rankings but it is not directly proportional.
Also, as mozscape is updated fairly once a month there will be pages with PA=1, because weren´t crawled by Moz bot or just don´t have any backlink.On the other hand, there are tons of reasons and optimizations to be done that can result in better rankings. For a small volume search term or with really few competitors in the top rankings, just with a few optimizations such as having great onpage or great user experience with social engagement is enough to rank well.
In my opinion you are trying to convince the power of Moz´s tools with the incorrect example.
Try with the keywords explorer, opensite explorer and/or the on page anlayzer.Best luck

If you want to be able to do anonymous searches from a browser take a look at Ghost Browser (https://ghostbrowser.com/). It will solve most of the issues with getting non-personalized results, and you can use a proxy server to address any issues with searches from the same IP. I started using it after MzCon this summer and I am very happy with it.

Thanks. I think I get it.
There are many factors, and the things that Moz uses for PA and DA only include some of them. They're important, but not all important. So all factors together have a high correlation, just 2 factors like PA and DA can have a low correlation (depending on the search and competition, of course).
There's still something I don't understand, however, which is how that site can get p1 results on Google and not show on the first 4 pages on Bing. I need to look into whether they've registered with Google local or done something else that helps them with Google more than Bing.

If this is helpful at all - if I do a search for the keyword you specified in an incognito window, your client ranks 6th for me (I'm in the UK) - I don't work in your industry, so I think your client is simply ranked quite well for this search term in Google. In Bing they rank 14th for me.
