Is this duplicate content?

All the pages have same information but content is little bit different, is this low quality and considered as duplicate content?

I only trying to make services pages for each city, any other way for doing this.

Don't do this: "At less than 4 hours away from Baltimore, you’re loved one will never be more than a drive away."

That statement generally means a couple of states away in that region. Also, yes, they are mostly duplicate content with some mild variations. That would generally be considered low quality, but things happen in certain niches. Though the local campaign will more than likely fail.

I'm not a big fan of shipping people with neurological disorders all around the country, unless it is to their benefit.

Yes, these are absolutely duplicate content. The vast majority of the text is the same, with some small additions and relevant city names changed. Google has been able to determine this sort of duplication for a long time. You do see some websites get away with this sort of content, but it's generally not something we'd recommend because Panda (and / or manual review) would pick this off as manipulative very quickly.

You would likely be a lot better off creating one page or one section of the website for brain injury rehabilitation in "the north east" with one copy of the relevant information. Additional pages can detail anything in particular about individual clinics, including unique contact information, testimonials, photographs, etc.

I don't believe that this content would come close to passing manual review as they are right now.

If you want a old school strategy like this to work there are no short cuts to creating unique content specifically tailored to that location.
