I'm guessing this is just an orphaned computer generated page.  Try going to the link and instead of yourwebsite.com but in a made up website....I bet they have a link as well!

SEO tools can recognize that there is no nofollow tag.  But, if that page itself is not linked to by any other page then Google's not likely to follow it and give you a link back to your site.  The page likely only exists when someone goes directly to the url.

Facebook used to do something similar for external links. I think it all depends on how their script redirects to the destination website. Try putting the link into a redirect checker and see if it's using a 301 redirect or not.
