Does over-optimised ext. link anchor text of one particular keyword affect our other search term rankings?

**Does having over-optimised anchor text only affect the rank for that one particular keyword being used as the anchor text or can it negatively affect our rank for other search terms as well? **

When Google finds out an un-natural pattern on your website that could be a link from a low quality website or an overly optimized anchor text, your piece highlighted in the Google penguin radar and obviously when you are in the Google Penguin radar, whole website will hurt.

So, technically overly optimized anchor text for one keyword might affect other’s ranking as well.
