No Access to change duplicate product title and meta tags!?

I have a client who's website contains a php file to dynamically call a product xml file from an external source. I asked the web dev company if there was any way to access or change the titles and meta descriptions to be unique for each product and they said no, not with their system. With about 63 product pages is this going to hurt me trying to get him ranked locally? What is the best to handle a situation like this?

Yes, with duplicate Title and Meta Descriptions it is not going to help you SEO, but it doesn't sound a very helpful response from the web developer. Neither does it sound like a very helpful CMS that makes it difficult to update these tags.
The thing is, if these tags are being stored in an XML file, then someone must have put them in there, so there should be nothing to stop them being updated. Maybe, they are being protective towards "their" site and making it more difficult than it really is. Perhaps you can ask them that if you sent them the set of tags for each page in a text file, please could they update them?

Well this system the company made is used for a lot of companies that sell a particular manufacturers products, so they have it set up this way so that when the manufacturer adds a new product it updates every site that they built. Its a mess. I already found a company from another state that had my clients name left in their title tags from when they copied the info over. At least I got that resolved though.
