I understand they are informative pieces or artwork however, Im really puzzled where they get used? on the website, facebook, etc?

Use them wherever it is the most relevant for your business - website, blog, etc... and then promote via social media, infograph sites and other off-page efforts.

Infographics are linkable assests! Infographics are valuable for creating opportunities to: develop branding, self promotion, establishing authority on a topic, generating traffic, building links and ultimately increasing search rankings.
They are normally shared on sites such as visual.ly and Pinterest, or they can be embedded in a blog posting to enhance the content.

What about submitting infographics to sites that require a fee? For example I ran across this site that had a $35 fee to "review" the info graphic. Does paying for the "review" violate Google's terms for "paid links"?
