I personally don’t think QnA section is for this purpose only... but in order to find a good partner that can make your job done... you should research within the community and find someone who can get your job done!
You can go through the link building blogs and see who is involved in sensible commenting or QnA... Top Users section might also help!

Thanks Moosa. Will take a look around the community. I have also been looking at Moz's recommended list of partners.
I should elaborate while here. Not necessarily looking for link building in its old school sense. More or less someone who is good with content strategies. The owners of the site in questions are very "hands off" and getting them to work with content (since they are the subject matter experts) is like pulling teeth.

However, as stated before, it may be more fruitful to research the Moz community more thoroughly and discover the link-building strategies of your contemporaries. If one is not familiar with the link building resources used or if you do not have measures to check the quality of the links, then outsourcing may not be worth the time or the effort.
