What are the best SEO agencies for link building?

I am not looking for a full service SEO agency. I just want link building. Not paid links, not link networks, not blog comments, not bookmarks...real, legit, decent links.

Does anyone have any experience working with an SEO agency that helped them develop their link profile positively and at a reasonable price? I'm willing to pay for the service, I just want to work with someone who won't buy links or send a bunch of spam our way.

Daniel, thanks for asking this question. I don't personally know any decent ones so I will be building a link building department soon. I really hope someone puts a decent company here.

One of the things I have done (which has worked) was article spinning. I wrote a bunch original content and had a Philippine company spin it for me. I don't really recommend it if someone is just starting out. I can PM yu the information.
