Hi David,
First of all, I would advise you to make a calculation:
1 at the hand: How much does it cost you in TOTAL to submit your sites?
2 at the hand: With that capital what can you achieve in other channels?
Nowadays I do not believe in directory listings anymore, still some can be very valuable. For example DMOZ is still something that is good to have (after my opinion).
With the budget than you save you could basically start up some approach in the right channels where your possible readers/clients hang out.
Final thought: Directory entries can help, but think about where you can reach out for your clients and maybe have a better ROI on this budget.

When it come to buying links I am always against it. But if I was considering buying it from these to sites, I would use the following logic to decide:

What is their site about? A directory that you pay to get rank. That is a flag for me because I want visitors to my site too.

Can Google kill the juice of this site for this same reason? Yes. With whatever zoo animal update that Google releases, this site's juice can get nix and so it my site and my money.
Bottom line: I would not do it for my site. Anything that is too good to be true is not. Just my 2 cents.
