Duplicate content

I'm getting an error showing that two separate pages have duplicate content. The pages are:

These are both registration agreements, one for us (Register4Less, Inc.) as the registrar, and one for Tucows as the registrar. The pages are largely the same, but are in fact different. Is there a way to flag these pages as not being duplicate content?

Two options.
Option #1: "No follow" the one page. Then no duplicate content.
Option #2: You can put the content(one of the agreements) inside an image (like a PDF) and then build a meta tag description around it with different content. Googles spiders wont be able to crawl the agreement content...

Wouldn't you want to noindex one of the agreements vs nofollow that way only one page gets indexed.
The other thing is you could canonical link the copy page back to the original.

Actually, Google can index images that are saved in PDF content. Here's an example from 2009 http://www.seomoz.org/blog/favorite-tidbits-from-pubcon-2009
