What is the threshold for a page title to be considered duplicate?

We're trying to find out what percentage of words in a page title need to be the same for it to be considered duplicate? We have search results pages for each country on our site, so the only difference in the page title is the country name and they are all being flagged as duplicate, even though they are not 100% duplicate.

That sounds strange. I have hundreds of pages with titles where only the city name is different and they aren't being flagged as duplicate.
I thought that any actual change different from any other page would count as a unique page title without duplication penalties. I know that actual content on-page is a different story however.
Please correct me if I'm mistaken here.
Are you certain that there isn't a different issue here?

In our crawl diagnositcs, we have 1000+ red errors of duplicate page titles, the only difference in the titles being the country name. The titles are about 8 words with the only difference being the country name, but yet all are being flagged as duplicate.

Hi David,
When you click for additional information, it shows title, meta description, and meta keywords, so I assume that this error is referring directly to the meta title, not an on-page title.
Any help is appreciated!
