Links in google+ profile

THe links people can add in the about part of a google+ profile - do they have any effect on rankings? is this worth doing for link building?

I doubt that they have a huge effect on your rankings. However it would be something worth testing. As far as I'm aware I don't think anyone has tested this fully, although I may be wrong.

I guess if several thousand people all recommend a site within their links section in g+, it could be seen as an indicator of authority by Google and may have an impact on rankings but I couldn't say for sure.

In terms of your link building strategy, I would probably focus on more conventional methods.

Social media plays big role these days for SEO and brand awareness . Making use of it can be only beneficial even if you're not getting any juice out of it. SM if used effective can bring you quality traffic, targeted for your needs.
