I have an article which have high rank on Google. But recent, I use mod rewrite url so this article have new url.

      old: mywebsite.com/c1/p-1

      new: mywebsite.com/c-e/p-1

Now, google is indexing old url. I want to ask when I build linking to my site, which link should I use for link building? I should build linking for new url or old url.

      Thanks

Definately for the new one. Google may still display your url as it takes time for them to deal with the new one. Every time you link to a page and than you 301 redirect it you loose up to 10% of the incoming link juice: http://www.seomoz.org/learn-seo/redirection. So no matter google still has your old url, get your links to the new one in that campain.

I would use the new link,

Another point is that when 301s happen you can loose the anchor text value from some old links too.

Google does take time to note new urls too.

Just adding to what Zsolt has said.

if google has both the new and old url, you need to 301 the old to the new, and rewrite the new to the old. cardul not to create a loop.

Google will se these 2 urls as duplicate content.

i also can not see any advantage in url-rewiting the urls you posted.

Than redirection surely takes place. If it is a 301 one than you shall be all right
