Hi there,
I've been a SEOmoz Pro member for a while now, and at the moment I am finding the best tool for finding good quality competitors links is the Competitor Link Finder (CLF). This tool compares and cross references the link profiles of 4 or 5 of your key competitors, and enables you to find the best links that your competitors have in common. Because the links are in common, there is a good chance of finding relatively easy to get and good quality links.
The main SEOmoz competitor analysis tool is Open Site Explorer (OSE). Personally I find this tool a bit cumbersome to use; you can spend days trawling through competitor profiles without finding a good link to gain for yous site. Occasionally it does find some good stuff, though.
OVerall, I would give CLF a try first, see how you get on.

The competitive link finder unfortunately often doesn't serve very helpful data to me. I don't know if this might have to do with the fact that many of my sites are not in english. However, the Open Site Explorer is your tool of choice for finding competitor backlinks. And, of course, Yahoo Site Explorer, as long as it's still around...

I think it depends on the scope - CLF works great for some, but not always at large scale (as Philipp said). I'd try it, though, and then look at OSE + Excel. You can dump a lot of OSE data to Excel, where you can do some pretty powerful stuff. Stephen had a good post a few months ago here on the blog:
I'd check out Rand's WBF from the same month, too:

There's no completely automated way to do this well, and it's probably best not to leave it completely to the tools.
