You can find helpful documentation regarding the Moz Local  tool here: https://moz.com/help/moz-local Unfortunately, at this time additional user access is a function limited to Moz Pro. Seated users on your account won't be able to access your Moz Local listings which is why you are not seeing anything  regarding multi-seat functionality. Customizable reports are not something that is currently offered via Moz Local but we can  definitely  pass along all of your feedback to our Product team for future updates.
