Using a table with tabs to display information on website, work for seo?
The search engines see the page without the tabbed style. On the page, use view source to see what search engines see most of the time. On your page, all tabs are indexed, not as separate pages though.

Help on article submission
In terms of MyBlogGuest I also know a lot of people who have had great success, but like all communities there maybe a few who abuse the system. It depends on how great the articles are and the situation the company is in, in terms of exposure online. Just because you add the articles to your site doesnt meant that you cannot extract ideas from the same, create brand new articles and guest blog. Guest blogging is a great way to attract attention to your other content (especially if it is contained on a blog hosted from your site). MyBlogGuest seems to be a good starting point to me, but if not try going stright for the high value blogs, make sure your blogs are of high value though, and that they suit the place where you are guest posting too..

Is buying links in paid directories worth it?
If you have the money spare - which it sounds like you don't - I would get a BOTW link, but only if the category you are interested in is indexed. I've bought Yahoo directory links too in the past but to be honest I wouldnt recommend either to someone on a limited budget. Of course, "limited" is a relative term. These links cost a few hundred bucks each - enough to get 20-40 good quality unique articles written and used for better purposes..
