Certainly the immediate on-page elements I would want to fix are the title tags, H1's, H2's, meta descriptions etc as you mentioned. This appears to be a site wide problem and a major project in itself.
They do have social sharing buttons on the listings for individual properties. Not sure if it would benefit the site to have social buttons on the main categories too?
Do any other major issues stand out to you? (or anyone else who wants to chip in with some ideas)
I know the company is also interested in off-page optimization (outreach) but I'm not sure if it would be the best idea until they tackle the major problems they have at the moment.

I really appreciate the time you taken to write your post. Excellent advice which I will follow and put into practice.
It's a massive project for me to undertake and one I would seek advice from a firm if they budget was in place to do so.
The SEOMoz beginners guide is a little bit light on keyword research. Would Google Adword's keyword tool really be enough for me to use at this stage to identify the most suitable keywords to utilize?
Also, the company is quite keen for me to focus on the ten most glaring issues with their site from SEO perspective. Besides the ones you named, anything else stand out?
I'm honestly grateful of any advice I can receive. I might be quite out of my depth here as the company themselves believe SEO is a straight forward thing.
