Hi there!
Rogerbot can't actually be told to crawl at a specific time. However, if you're finding that he is crawling your site too aggressively you could set up a crawl delay in your robots.txt file to set the number of seconds between requests to the same server.

We are collecting feedback about expanding Moz Local to other locations, but unfortunately don't have an answer for when Moz Local would possibly be available in the UK. Sorry we don't have a more concrete answer for you on this! It's good to know that a lot of people in the UK would find this valuable - I will definitely pass that along to our product team.
