Do things like using labels on an element that is not a form input affect how google sees us in regards to accessibility?
Yep, add to it, labels are not the #1 argument a website is being listed or shown in search in the first place. So dont put too much of effort into a label really.

Hi Greg, At first sight, it seems to be an issue on where you are searching for that international sites. Keep in mind that Google, since over a year ago, takes your IP to localize our search. So, considering you're searching in the US for your UK site, it's possible that you're the issue there. Also, I'd take a deep dive at: That international configuration, it is one of the most complicated settings in SEO, In GSC, for the main site (.com) how much traffic is receiving from your other target countries. Are properly linked every site with the others? Crawling issues? It could probably be an issue that Googlebot isn't able to crawl entirely all sites. Adding Schema and No index tags via GTM
Take a look at this post on Moz - https://moz.com/blog/seo-changes-using-google-tag-manager. Also, take a look at https://productforums.google.com/forum/#!topic/tag-manager/Ilxks3tQKrg. Personally, I wouldn't recommend doing this via GTM. Noindex and Schema specially. They are both important for SEO and are better off done via the CMS.
