There's an update due on the 18th, also worth following SEOMoz on Twitter/Facebook as they tend to post an update once Linkscape has been updated.

If it was for a business with just a few locations, I would have a locations page with details for all on one page, neatly sectioned out, or if there's quite a few locations I would split them off onto individual pages.
Also worth noting to ensure that Google Places doesn't have any duplicate listings for the locations: http://www.google.com/support/places/bin/answer.py?hl=en&answer=183009

Looking at the link profiles for a few of them they're certainly not the strongest, the only thing I can see that they have over the competition is the fact that 'Chicago' is in their domain name.

I would imagine from the relevant API's, and I'm guessing it would make sense for them to update those data counts with their linkscape data, otherwise report loading time would be slowed to call up the API each time.
Although this is just guess work as I can't find any info on this in the wiki or about sections for the tools.
(Edit: Also worth noting the Google+ data is currently in Beta)

RE: Dramatic ranking shifts
I've seen some more dramatic shifts over the past few days for UK results at least, from what I've been reading on various forums/Twitter I think there's been some algorithm updates, as a number of sites/webmasters being affected.
