Uhm.. If you got hit by penalty, just re-indexing the website without any content/backlink profile changes will not do anything. To recover from penalty, you would need to find out what penalty it was, then change a lot of stuff on your website. If you decide to dump old website whatsoever and build new one, don't redirect the old one to new, since, if there was a penalty, associating with old website is not a good idea. You don't have to agree. Music production companies (for artists like Adele, Bieber, Drake, etc.) don't make mp3's so easily available. The site has almost no unique content and the music is illegal. I don't like intellectual property, I don't think it should exist, but it does, and this site is lucky it indexes at all.

I'd definitely recommend you read our Beginner's Guide to SEO, and even though it's getting to be on the older side, Cyrus Shepard's How to Rank. You'll be able to find a lot more resources on our Learn SEO page, as well. Because there's so much that can go into an SEO strategy, I'm afraid it'd really be a lot to ask community members here to guide you through every step.
