Thanks for the answers everyone. I'm currently going through and making a spreadsheet of the sites who are linking more than 100 times. Some of the sites I have no idea why there are links or why there are hundreds for them for that matter. We are going to contact them all (if we can find their contact details) and then apply for reconsideration. Thanks for the tips everyone.

Thanks acs111, In my research I had actually bookmarked brighter option SAM ad manager, and have sent a quote request. They would be a top contender. As mentioned if I do go with a third-party tool I will be looking for low cut % from spend. We generally use FB ads to boost FB likes. Our clients range from IT companies (we use ads for promotions), to restaurants. Thanks again for your tips and reach out.
