Hey There, How new is the location? How old and how good are the website optimization, citations and reviews? Are all branches being marketed with proper separateness (no shared phone numbers, duplicated content, etc?). Do you have any reason to suspect a filter or penalty on the business of any kind? This one is going to be very hard to troubleshoot without being able to Look at the actual business Stand in the parking lot with the client and his mobile device but, the above are some first ideas. These situations can be really tough to diagnose.

as your website has more pages, manual taggin becomes more difficult and problematic. Especialy if you have multiple people doing it. And on most websites the queries visitors enter are not very similar. (google has new queries constantly) Thus find a search provider (Google can do that for you) to help site search!

hey burnseo - if you're still getting notifications from this thread, would you happen to recall where you ended up finding info. that google recommends placing the vary header at page level?  running into the same question myself.  if you have links you could post to where you found the answer, that'd be great.  thanks!
