Splitting one page into two
The best solution is to redirect it to whichever keyword sends better converting traffic. There's probably a few ways to figure that out depending on your business model, but here's one simplified approach... Let's pretend you rank 1st for both keywords: Keyword A sends 100 visits per month and 20% of those convert to a $200 sale Keyword B sends 500 visits per month and 5% of those convert to a $200 sale. In this example, Keyword B is slightly more valuable ($5000 per month in sales), however it doesn't convert nearly as well. You'll have to decide whether keyword A or B is more profitable to your business. If they're not both ranking #1 then you'll need to make the assessment based upon the above calculation, and then make an approximation of how much potential for growth each keyword has. If you don't have your analytics set up properly to track those values, and it's not obvious which keyword is more relevant to your potential clients or more profitable, then the backup solution is to redirect it to the one that gets the most traffic.

On blog structure and topic [Advanced]
This is a difficult question because the buy-in of the authors (faculty) matters. What you really want is that each blog created is regularly updated with good, fresh, vibrant content. If only 1 of the 20 faculty members is actually going to blog regularly, you will probably want to create a single blog and have them post to various categories. Otherwise, you will end up with one regularly updated blog and a ton of dead ones. If you have good buy in, I would create blogs on a category basis. It is highly unlikely that these blogs will be accessed by people looking for the faculty members specifically, so they don't each need their own blog.

If you have an unlimited SEO budget, what would you do?
By achieving target you mean you've already gotten your client to the first page, number 1 spot for his primary keywords? If yes and I were in your position I would track the conversions he is getting at the moment and then focus on related long tail keywords. The one thing I would do if i were asked to deliver results ASAP with this budget though is to set up a PPC campaign. If your client is already ranking under keywords that are generating business, why not double that presence with sponsored links? (This is one of our most basic strategies and it works beautifully for us)
