I believe the advise was, if you have a .au, .uk or in your case .be, they its not a problem. but if you have a .com then server location may be used. that's just from memory.

I would look at your links coming into those pages, and 301 the links only, I doubt all 100,000 pages have links.

A 301 only redirects link juice, so if no external links no problem, of cause you need to change your internal links. You should never 301 internal  as 301's leak link juice, you should fix your internal links.

Yes I think this is better then having thin content, your links if you are lucky enough to get them would amass on the same page.
You would probably only rank for the static content, at least over time, but that is probably what you want.

As Dr pete stated that this is un-likely, but for arguments sake if you make the pages noindex,follow then the link juice would not be wasted.

As long as your link text is relevant to the pages you should be fine.

But footer links are discounted buy search engines. and mostly missed by users. If you want those pages to rank I would be looking at putting the links further up the page.

Also linking to as many pages from the homepage as possible is a good thing, here is a good read about internal linking

Depends on how unique the pages are.

if the pages using params are quite unique then I would just leave them be, if they are no very unique then using the canonicals the best bet.

If he has bad links yes, a 301 now means that the bad links now link to the new site.

if so, i would do nothing and wait till gooogle brings out its disavow links feature to WMT and then just disavow them.

I would not no-index them, as links pointing to no-indexed pages waste link juice. I don't think you have a problem. The duplicate or thin content pages may not rank well, but they will not have a negative affect on your home page.

Paul is correct, most web sites have this problem, there is not a lot you can do about it because most of the time you need a contact page link on every page.

but don't think of it as one way, remember link juice flows back out of the contact page. The page rank calculations are done many times not once, until the page rank settles on the pages it does. For this reason I have to disagree that internal links can only pass a little pagerank, the more external links you have the more pagerank the internal links spread , so you are correct the way you sculpt your links is very important.
