Does anyone know of a crawler similar to SEOmoz's RogerBot?
There are a bunch to choose from, but here's a list of some freebies that pack a big punch: http://www.shimonsandler.com/duplicate-content-tools/

Does SEO scale?
It does and it doesn't (great answer I know!). Let me expand a bit on that Onpage optimization is definitely scalable. Site architecture really only becomes important as content scales. The more content, the more structure is needed. BUT as we all know onpage is only one part of SEO - and a fairly small one at that if you look at technical onpage optimization. Perhaps 20-25%. The other 75-80% is content generation and offpage activites (link generation, social engagement etc.) and I think these are much much harder to scale unless you have a wicked unique product that just drives insane amounts of diverse links and mentions to not just a home page but to individual content pages deep within the site structure. I have only seen a handful or so sites ever achieving this.

Are there certain times of the day that it is better to update content or blogs? How do I find out what time is best for a particular site?
Have a look at how users behave on your site throughout the day -- maybe using a real-time stats package like Woopra. As Riggz says, it's usually the case that most sites will have their own natural rhythms when it comes to how audiences engage. By monitoring the busy times of the day you'll have an indication of when your users are more likely to want to engage with new content. It's also a great opportunity for a bit of testing. Over the next few weeks, experiment with different days of the week and times of the day to publish new content, and use a service like Twuffer.com to schedule tweets to the new content at different times of the day. In my own testing, I've found that tweets sent toward the end of the working day can be the most effective way of gaining traffic to content posted at lunchtime. Your mileage may vary... but it wouldn't be fun if it didn't
