What is the best site-map software?

I am in the beginning stages of building a website and would like to know the site-mapping software for organizing my company's ideas. Any recommendations are greatly appreciated.

If your server is using PHP, I think http://enarion.net/tools/phpsitemapng/crawler/ is a great tool/software to make sitemaps.
