It's difficult to diagnose with the information given here but I've got some suggestions for things to try.
First take a look at the keyword difficulty for the keywords that are struggling to achieve rankings and compare them to the keywords that are ranking well. It's possible that these keywords are considerably more competitive and achieving rankings is going to require more than on-page optimization.
Second, in Google Search Console (Webmaster Tools), go to Search Analytics. Tab over from the "Queries" tab to the "Pages" tab. Find one of the pages you are targeting but not ranking well and click it. After you've selected that page, switch back over to the "Queries" tab. It defaults to displaying clicks, but I recommend including Impressions as well. This will give you an idea of which keywords Google is considering relevant for that page. This could be a good source for alternate keywords to target, or if you're stuck with your initial list, it can give you an understanding of how Google sees your content and can inform changes that need to be made in order to rank for your original keywords.
