I'm afraid there's not really a one-sized-fits-all rule. You're in an industry where Google is definitely looking for manipulation, but, on the other hand, everyone else is doing it. As you said, it's a bit relative.
My gut reaction is that you've got a lot of "health insurance" anchor text, but it's fairly diversified. If these links are generally decent quality and the anchor text is natural, I wouldn't worry about it much. If these links have other quality issues and those phrases were hand-chosen, then I'd suggest backing off a bit. In other words, I don't think I'd start cutting away or editing them - I'd just try to take a more natural approach going forward.
Those 108 links are only coming from a dozen domains, so I think the one thing I'd be wary of is if they were clearly footer links, especially if those are on poor-relevance sites or a network you own.
