Unable to create list of on-page grades

When I go to Add & Manage On Page Grades and add a URL+keyword combination, it returns the on-page report but it doesn't create a list (this is a new campaign with no previous on page grades).

I checked MozHealth and saw an issue that says "On Page Reports Not Generating"

Seems like it but just verifying if this is related to the issue I am having?
