Auto tag event tracking does not use. JavaScript on your website it uses preset rules. Here's an article

What if I have the access to our website to manually add the event tracking codes (Javascript)? Do I still need Google Tag Manager?

you do not have to use Google tag manager however in my opinion it's a great program. Anything to have less JavaScript on your site is better.

Java scripts tend to slow down websites dramatically. So if you can have fewer of them on your site then that's always almost what an hundred percent of the time the way to go.
