Scraped Links & Disavow

in my experience, scraper sites should be left for last. Contact them and just put them in the disavow list using domain:xxxxx (scrapers are "natural" in a way in this current form of internet we are using lol so they dont matter much to me)
I would instead find others that have contributed more to the penalty first, like obvious blog networks and stuff like that.

Having a lots backlinks from site like worldlisting.org will give negative impact for your website.
Using Disavow tool is a good or only option to deal with these type of links. But Matt Cutt has already declared that Disavow can help you to neglect the negative effect but its not necessary that they will consider the Disavow. But still we have only option to use Disavow to deal with these links if there is no way to contact them.

I have submitted a few contact requests to some of these directory sites and they have removed the listings, but yeah some just don't have a contact form.
Should I still submit to Google the domains for the entries that the directory webmaster has already removed? Or just wait for Google to update the index for those ones?
I will submit a disavow txt file (with those tips, thanks). I need to submit a reconsideration request after those don't I?

If they have removed, then you don't need to panic. Google will automatically update. You have to only work on those directories which have no contact forms or not entertained your request.
