Domain Authority above what number to be a good link?

Confirm is an interesting word. What you are stating is an opinion. Frankly, I prefer links from pages with PA of 90 or greater and, obviously, not from a paid source of any kind. The reality is that there are good links from PA of 25 etc. Remember, while DA may lend the link a bit of credibility somewhere, PA is where the juice comes from. There are many pages on the web that are PA 0 on Domains with DA of 90+. Think some of the newswire/PR(press release) companies as just a start.
I think you are better served to look at what your vertical is and where are relevant links coming from than worrying about DA or PR (page rank from Google). Where some of this comes from were all the ads of "Get links from minimum PR 6 blogs," etc. The rest is just simply that the higher the PA and fewer links on the page, the more juice you will receive.
Remember, Google looks at links being natural or not as a way of penalizing manually. So, if you have 20 PR6 links from 20 florist directories and you are a Roofing Contractor, it is likely a little "odd."
Focus on quality sites that are relevant to your business would be the best suggestion I could give. Then, for content make sure it is so good, others want to link to it.

Of course I agree natural links are better but in my experience, natural links just don't happen anymore. Our content is relevant and so are the sites we are looking buy from. I personally think that only looking for DA over 50 is not the best way. I'm told by so-called experts that a site with less than DA 50 can not push enough link juice to help a site rank. Like, a DA 38 linking to a DA 54 is a waste of time which doesn't seem accurate to me.

You are free to buy all you want, but understand that the algo is getting tighter day by day. By "natural" it is more about the profile. There are still a lot of ways to develop links that are not making a purchase of same.
Again, if the experts are talking about DA of 38 to DA of 54 not being able to "...push enough link juice..." I would have to say: Where did you find these experts?Again, DA and PA are two different things. So, it is the weight of the page divided by the links from it that determine how much is passed to the site. If a single link from a relevant page with PA of 20 comes to a page on your site and that is the only link coming out of that page (internal or external), theoretically you are getting juice of slightly less than 20/1. If you get a link from a paid directory with PA of 90 linking to 100 sites from that page, you are getting juice of slightly less than 90/100.
Again, the beauty of that one PA 20 rank is it likely will not have you go from page one to undone in three seconds.

I agree with you, but I have a question to add. In which niches the algo is getting tighter? Because me I see spammy sites to rank with footer links for keywords over 50% difficulty in some niches. So I think the algo is not the same for all. You know which niches are getting tight? And which no?

I do not know of any instance where it is niche that is affected as the algorithm is not dynamic to niche, but one for all. If a niche were affected it would be a manual penalty being assessed.
I think the issue lies in that any of us can show instances where poor content sites rank well or sites with a ton of poor links rank well. That leads us to believe that somehow it is dependent on some other factor.
In terms of linking, I am not one of those who is saying if you buy a link and it helps you, you have done something wrong or unethical. If you are taking others content and spinning it or not, but using it on your site, that is a different story and I am one of those who goes nuts over it. So, if you can get away with a bunch of questionable links, it is your choice. My only caution is that there may well come a day of recompense wherein you are on the moz saying: My site was #2 on most terms yesterday and now it is not in first 100 pages? What can I do?
It happens daily.

Those so-called experts are incorrect. There is no magic number of DA or PA that you need. The higher the PA, though, the more link juice you'll generally get.

Nice interpretation Robert on DA & PA. I think PA varies time to time where domain has already gain its authority 90+ to let marketers to join with them with their best researched content !
