Spammy site has more than 3000 links pointing to my site, should I report it ?

I wouldn't worry too much...all sites have these kinda links..and google knows it.. As long as the rest of your backlink profile is good, you should be ok.

PeterM22 is right on it, don't worry about it.  Just be sure to work on your link profile.

It is smart to keep your eye out on potentially spammy links coming into your site.

But, I don't think 35webs is bad for your site.  They show up in the SERPs for both 35webs and Últimas noticias de diferentes temas.  And their link structure doesn't seem to spammy.
