does it still help to pay for inclusion in Yahoo's link directory ?

Depends on who you ask. I've never done it. I have had colleagues that did, but didn't report any benefit from it.

I have had good experience with the yahoo directory and it's link quality. Same goes for business.com and Best of the Web. The submission requirements fall right along the lines of the google webmaster agreement and google's guidlines for what qualifies as a good site. If included your site will be seen as more authoritative. Make sure that the site meets the requirements of the Yahoo directory because they will not refund your $299 review fee if you do not get in.

I would say it depends on your specific category.  If your category is broken into dozens of subcategories and then has multiple pages, probably not.  If your category page is only page one, or has some pagerank or a good MozRank, then yes.  There are some subpages in Yahoo that aren't even indexed in Google, which is absurd for 300/year.
