Thats honesty!
I´ve heard that SEO´s recommend NOT to make a reconsideration at Google. Then it is obviously that you broke the rules with purpose. But now you´ve already sent the reconsideration so lets take it from here.
My recommendation now is: Do all you can to increase your trust again.
- Remove as many ugly links as you can
- Ensure that your onpage is not over-optimized
- Be active in social media
- Get links from pages with high trust
- Work with authorship markup
- Add phone number and adress to your website
- Post fresh and good content (gives Google a new argument for indexing the page again)
All those kind of activities give signals to Google, something is changing (is he doing right this time?).
It might take some time, but if you really want to get back on track with the same website, you will succeed!

One more thing that will not only get to trusted links but also allow you to get your website back! And that is Guest blogging on most trusted blog in your niche!
Like in the SEO industry most trusted blogs can be:
- SEOmoz Blog
- Search Engine Journal
- Daily SEO Tip
- Search Engine Watch
And many others…
Also busy valuable white papers and get links from it! The positive change will not be sudden but change will be helpful in a longer run!

Many thanks for your reply. I think my big mistake was filing a reconsideration request. Perhaps if I hadn't my rankings would still be in tact. I just panicked (the actions of a guilty man).
All your recommendations are in line with what I have planned for my new website.
Do you think that 301 redirecting my penalised website to my new website will harm the new website? It's just that I have a lot of existing customers (direct traffic) that I don't want to lose.

You'll be pointing toxic links to a good site, that being said it won't result in the healthy site getting penalized, or competition would 301 banned sites the the competitor sites. -

I had the same kind of notice, and didn't submit a reconsideration request, but after a few weeks I lost most of my rankings, especially for higher competitive terms whereas I was ranking for among the top 3 results.
