Picking the next best keyword rick domain

When keyword rich domain are occupying high serp's (exact match domain choices are already gone, ie. www.widgit1widgit2.com), what would be the next best choice for SEO

I would look for other creative ideas such as branding. If you forced me to choose between the two given options, I would take the second option. Hyphens should be avoided in domain names whenever possible.
There are really two many factors to properly answer the question without knowing the words involved, but I can understand your desire not to share them.

To avoid looking spammy it's generally advised to avoid using hyphens in domain names. Also using hyphens means that a certain percentage of your visitors will type the name in incorrectly and end up on someone else's site (i.e. a competitor).
If possible go for a brandable name.
If your site deals predominantly with one particular country then go for the local ccTLD domain.
Otherwise, try other creative combinations of words.
Of course you could always try to purchase a keyword rich domain off someone else.

The domain name/s will operate in a space that maybe difficult to brand as the business opportunity may not justify the extra cost involved,
Example, windowrepairs.com and doorrepairs.com are not available.
Some options are,
window-repairs.com and door-repairs.com or do I try to include branding within the domain
like
doctorfrackensteinswindowrepairs.com and doctorfranckensteinsdoorrepairs.com
or some less brandable like
mywindowrepairs.com and mydoorrepairs.com

Using the examples you offered, I see plenty of branding opportunities:
WindowDoctors, CaliforniaWindows, etc. It's up to you but hyphens in a domain name is something to be completely avoided for your main site.
