How would you recommend to use the marketplace? I tried to find SEO firms located in Canada. A search on the word "canada" also returns firms in China and India. And how would I determine the quality from there?

Go Here http://www.seomoz.org/marketplace/companies/recommended

Press Control F (Finder Option), and type in Toronto, or CA for Canada, or any other Canadian city you can think of, and find all the SEO firms located in Canada.  Than call them and get estimates.

Also, look at their case studies, testimonials, and if you can, try to get a hold of one of their testimonials and ask them what they thought about the firm that was working on their SEO.

Hey Paul, there is another good one out of Calgary, Alberta. They are called Alberta SEO.
